Shadowrock was intended to be a resort community with a boutique hotel, Tom Weiskopf-designed golf course, 10 three-bedroom bungalows, townhouse condominiums and a few large costly residences located at the foot of Mount San Jacinto. Adjoining the Shadowrock property on 160 acres, the Agua Caliente Band of Cahuilla Indians also sought to develop a nine-hole golf course and about 200 houses to complement Shadowrock in 2007. Developer Mark Bragg had pursued the idea of building Shadowrock for a long time, first gaining City of Palm Springs approval for it in 1993. Environmental concerns delayed work, (particularly with the degradation of habitat for endangered bighorn sheep) as many in the community objected to development in the fragile desert area near to the Palm Springs Aerial Tramway Valley Station. Additionally, local Native American tribemembers disagreed among themselves about the desirability of both projects.
