Roberts was born in Fort MacLeod, AB, Canada, on 07/23/1913. He resided in Vancouver, BC, Canada until 06/20/1939, when he entered the US at Blaine, WA, aboard a Pacific Stage Lines bus. By 1941, he lived at 1875 Hamlin Street in Seattle. Biographical Notes

On 11/19/1941, Roberts applied for naturalization to become a US citizen. His naturalization witnesses were Charles D. Pilling, a Seattle police officer and William R. Jarrell, a US Secret Service employee. His naturalization was completed on 01/26/1942.

His 1941 naturalization paperwork described Roberts as Caucasian, with a fair complexion, gray-blue eyes and brown hair. He stood 5-feet, 11-inches tall and weighed 150 pounds. This document noted that he had a scar on his chin.
