Penning was born in Spokane, WA, and moved to Orcas Island, WA, at the age of 17. He saw military service c. 1951-1953 during the Korean War. He moved to Seattle, to attend the University of Washington, from which he graduated c. 1957. He lived in Seattle and Edmonds, WA, in the later years of his life.

He died of cancer at the age of 86.

Spouse

Penning married twice. He first wed Paula D. Jenkins on 09/11/1955. His second marriage was to Leslee Susan Kohlhase, whom he wed on Valentine's Day, 02/14/1975.

He was survived by his last partner, Phyllis Bartel.
