Born in Mexico, Storch resettled with his family to San Francisco, CA, during the 1880s. They moved to the Fruitvale neighborhood of Oakland, CA, subsequently, and it is here that Storch practiced. He moved to Sonoma County, CA, in 1915. He died at the premature age of 44.

His father was a mining engineer of Bohemian-German ancestry; Hugo was born in Mexico while his father worked in mining operations there.

His wife was Johanna Storch.
