Palmer helped to organize the first annual convention of the California Council of Architects, held at the Coronado Hotel, Coronado, CA, 10/1946. The convention drew 385 (including family and guests). Samuel Lunden (Vice-President) and Earl Heitschmidt (Regional Director) also attended. Palmer oversaw convention procedure.
