Rand was born in Boston, MA, and lived in many different locations during his life. His family inhabited rented quarters on Hillcrest Road in Needham, MA, in 1920, when Willard, Jr., was 5. In 02/1939, he lived at 323 West 4th Street in New York City. He worked in New York, NY, c. 1937-1940 and 1947-1948 and then in the port city of Newport News, VA, at the start of World War II, in 1940-1941. After 1948, he worked for two architectural firms in San Francisco, CA, the first of which was a short-lived partnership (1953-1954) with the architect Robert Marquis (1927-1995); he then joined the established firm of Wurster, Bernardi and Emmons (W, B and E) in 1955, working there into the 1970s. In 1955, he lived at 3591 Jackson Street in San Francisco. Toward the end of his life, Rand resided in Saint Petersburg, FL, and Inverness, FL. His last residence was in the 34436 zip code of Floral City, FL.

In 1920, his father, Willard D. Rand, Sr., (born c. 1890 in MA) worked as an accountant for an accounting company. Willard, Sr's father came from NH, his mother, MA. Anna M Rand (born c. 1890 in MA), a homemaker, was his mother. Her father was born in English-speaking Canada, her mother in Ireland.
