Stephen worked in Hyde Park, IL, 1885-1887, in Pasadena, CA, 1887-1889, and Seattle, WA, 1889-1893.

Between 1899 and 1904, at least, Stephen maintained an office in Room #727 of the New York Building. (See Polk's Seattle Directory Company's Seattle City Directory, 1899, p. 1056.) The architectural firm of Saunders and Lawton also occupied space (Rooms #518-519) in the same building. (See Stephen classified advertisement, Seattle Post-Intelligencer, 06/12/1904, p. 6.)
