Beginning in 1996, construction of a 16-foot high steel fence began in a 14-mile test area starting from the coastline of San Diego and stretching inland. By 07/2007, 9 miles had been finished, with five to go. In total the fence was to stretch the length of the 1,952-mile border, beginning with a 370-mile expanse dividing the U.S. and Mexico. Environmental law suits, budget shortfalls, and land acquisition problems stalled completion of the initial 14-mile length. A Republican president and Republican majority in both Houses of Congress pushed for the completion of this monumental folly.
