Built by the Southern California Mountain Water Company under the control of the San Diego millionaire, John D. Spreckels (1828-1908). Spreckels obtained the services of the San Francisco consulting engineer, M.M. O'Shaughnessy to plan the dam and its component parts beginning in 1906.
