Physician F.A. Pomeroy, a surgeon, financed the erection of this two-story, brick, commercial block; the building had two, first-floor storefronts and central entry that led to offices upstairs. Between 1891-1893, the Washington State Normal School occupied space in the Pomeroy Building after the former Benjamin P. Cheney Academy Building (the first home of the Normal School) burned in 1891. Pomeroy had practiced in Spokane County since at least 1884, when he was first licensed.

The building had segmental arches above its second floor windows; the arches formed a continuous band with a slightly lower belt course.
