The newly-formed firm of Rand and Dow designed the Tidball Block shortly after Spokane experienced its destructive fire of 08/04/1889. According to State Architectural Historian Michael Houser, The Tidball Block was the "...first four-story building constructed after the downtown fire." (See Michael Houser, "John K.
