The State of Washington, erected this storage building for the Department of State, Archives, in 1963. The building, built during the Cold War, contemporaneous with the 10/18-29/1962 Cuban Missile Crisis, also had a fallout shelter. Tunnels connected the State Capitol to the State Archives Building, in case of nuclear attack. Other tunnels were built under the State Capitol complex to house utility lines interconnecting the buildings.
