The US Army Corps of Engineers started construction of the gravity, run-of-the-river Little Monumental Dam in 06/1961; the 3,791-foot-long structure and three generators were completed on 02/21/1969, with an additional three generators done by 1981. The dam has 8 spillways. It formed part of the Columbia River Basin Dam System maintained by the Corps' s Walla Walla, WA Office. The lake formed behind the Little Monumental Dam was named in 05/1978 for Herbert G. West (1899-1974), the first Managing Secretary of the Inland Empire Waterways Association (a pro-navigation, pro-dams commercial association) and a former Mayor of Walla Walla, WA.
