David Barnett, a Seattle-based developer, sought to build up to 6,000 residences on 3,000 acres on the west side of Lake Roesiger in Snohomish County. Significant opposition formed to this massive housing project; a controversy erupted when a Snohomish County Councilman, Dave Somers, alleged that Barnett sought to intimidate him and an aide, with a threat to spend millions to defeat Somers in the next election of he did not support the new development.

Barnett envisioned Falcon Ridge to be a self-contained new city, complete with single-family houses, condominiums and apartments, an 18-hole, 190-acre golf course, a school, shops and offices. The whole project might not be finished until 2033.
