In 2008, owners of the Terminal Annex Building on the property, the Justen Company Company of Seattle, WA, and Columbia Properties West of Bellevue, WA, proposed developing a 38-story condominium/hotel on the site. This development came late in a boom period in Downtown Seattle real estate, after a large number of mixed-use, condominium-hotels had already been built. This project was stalled in 07/2008, due to a zoning regulation that required an 80-foot separation between tall buildings in this section of the city. (Intercorp Development LLC of Westport, CT, also sought approval to build a 400-foot apartment tower nearby at 1915 2nd Avenue in 07/2008.)
