Designed by Ruhl-Parr and Associates, Architects, the Tulalip Resort Casino opened on 06/05/2003 after ten years of planning. According to an article written by architect Jerry A. Ruhl, the casino embodied a new type of gambling experience, mixing the high-tech glitz of modern Nevada with the Indian motifs of the Tulalip Tribes. He stated in 2003: " It brings the sophistication of Las Vegas, and with it, the latest technology available in gaming, security, surveillance and air conditioning. Native American themes accent the casino throughout. The elaborately landscaped drive to the main entrance begins with a large, European-style traffic circle featuring a waterfall, followed by a series of ponds framed by boulders and twisting walkways." The $78 million project included construction of a casino, multipurpose facility, and retal stores, occupying 227,000 square feet. Construction began in 07/2001.

Ruhl-Parr and Associates won a limited competition of architectural firms. Ruhl-Parr worked with two building contractors, M.A. Mortenson Co., Minneapolis, MN, and Bellevue, WA, and Gobin Hauling and Excavating, Marysville, WA. The following engineers also were part of the design and construction team: Structural engineer: Shutler Consulting Engineers, Bellevue, WA; electrical engineer: AES Engineers, Seattle, WA; civil engineer: PacLand, Seattle, WA; mechanical engineer: AE Associates, Seattle, WA. Rounding out the design group were Ken Large, Landscape Architect, Sammamish, WA and Interior Design International, Seattle, WA.
