Retail businesses serve office employees on the Kaiser Center II's first floor, while the second and third floors contained offices. A restaurant was placed on the third floor to take advantage of views of the next door garden (a 3.50-acre expanse) covering the roof of the parking garage. Kaiser Center I, a 28-story office building, was completed in 1960.
