"County Executive Ron Sims himself labeled it 'one of the ugliest buildings in the United States.' The plaza is a three-sided concrete aggregate box canyon whose gray, towering walls exude the image of a gigantic and faceless government bureaucracy. The canyon is oppressive and crushing, and you want nothing more than to scurry through it into the building--where you're now emotionally prepped for bureaucrats to either scold or ignore you. Above, the building's sealed, squeezed-hexagon windows don't make it seem any friendlier. By narrowing the geometric figure, teh architects gaive it a posture of suspicion and secrecy." (p. C2)
