"The county shut down part of the Harborview expansion--the Ninth and Jefferson Building--last spring to keep construction going on in the higher-priority Inpatient Expansion Building next door. Since then, officials have explored ways of restarting the stalled office building in the face of rising construction costs. To make the new plan pencil out, the project would be accelerated to complete a Phase 2 expansion of Harborview that wouldn't otherwise be undertaken for several years. By building both phases at the same time, total costs would be reduced, said Sims' [sic] chief of staff, Kurt Triplett."
