Kelley's family resided in Oklahoma before moving to Redlands, CA, area by at least 1904. Roy C. Kelley was born in Highlands, CA, north of Redland on 08/31/1905. He and his family lived at 424 Herald Street in Redlands according to the 1910 US Census. In 1940, the US Census recorded that Roy and Estelle Kelley resided at 2270 Kuhio Avenue in Honolulu, HI, with their three children and four servants. The servants included Imi Sayeda (born c. 1897 in Japan), Betty Bradley (born c. 1910 in HI), Albert Guzman (born c. 1924 in HI) and Luis Navidad (born c. 1905 in HI). Sayeda worked as the cook, Bradley as a house maid, and Guzman and Navidad as janitors for the family's apartment properties. Parents

His father, Lewis Franklin Kelley, (born c. 1875 in AR-d. 12/27/1942 in Los Angeles, CA)), worked as a stone mason in Redlands, CA, in 1910. His mother, Mae Minnie Hutchens Kelley, (born c. 01/1886 in AR-d. 06/06/1961 in CA), managed the household, that contained, in 1910, three children: Ivy, (born c. 1898 in OK), Amos, (born c. 1899 in OK) and Cecil. Frank and Minnie married on 09/13/1903 in Craig County, OK, the marriage being his second and her first. Frank's first marriage occurred c. 1896. It appears that children Ivy and Amos were his first wife's offspring, while Cecil Roy Kelley was that of Minnie. The 1910 US Census also recorded that Minnie had had two children, only one of whom survived in that year.

At age 45, Minnie married again to Charles Orville Hinshaw (born c. 1876 in Lawrence, KS) on 12/30/1930 in the State of IA. Richard Roy Kelley became a doctor, and married Jane Zieber Kelley (born 05/20/1935).
