Born in NY, Fay's name appeared in the Polk's Tacoma City Directory, 1909, meaning he arrived in town in either that year or the one previous.

He moved to Seattle, WA in 1910, first continuing his work with Russell and Babcock, and from 1912-1917, on his own. In 1910-1911, he lived in Room #708 of the Waldorf Apartments in Seattle, and moved to a place on Alki Avenue in West Seattle during 1911 or 1912. He again relocated to 702 1/2 East Pine Street during 1913-1914.

During his last three years in Seattle, he lived at 912 North 47th Street in Phinney Ridge Neighborhood.

Fay was married.
