Formerly numbered as 661 and 651 Pacific Avenue.

Construction began on this building in 08/15/1887, and was completed by 09/1888. The Weyerhauser Company utilized the Northern Pacific Headquarters for its offices after 1900. The Northern Pacific Railroad sold the building to the City of Tacoma in 04/1922 for use as its City Hall Annex / Public Safety Building. The city purchased the building for $50,000. City officials decided to demolish the southern portion of the building and construct a new jail in 1928-1929.

The south wing of the Northern Pacific Headquarters Building was demolished in 03-04/1929; on its site, the City of Tacoma erected a jail, or what was known as the City Hall Annex / Public Safety Building. Eivind Anderson worked as the Building Contractor for the jail. This jail annex was, in turn, demolished in 04/1974. The rest of the Northern Pacific Headquarters Building was restored c. 1983 by The Harris Architects, and Darrell Adams and Pease & Son, Incorporated, Building Contractors. It was renamed the Headquarters Building / One Pacific Building after this time.
