Building History

The Greeley, CO-based building contractor, Hensel Phelps, obtained the commission for the Jacksonville Road Bridge over Lake Don Pedroduring the late 1960s. The bridge, northwest of Moccasin, CA, spanned approximately 1100 feet over Lake Don Pedro, a reservoir first created during the construction of the Old Don Pedro Dam in 1923. The dam was upgraded in 1971, creating the "New Don Pedro Dam."

On 12/20/1968, Northern California Laborers' Local 1130 filed suit against Hensel Phelps and its subcontractor, Lewis-Nicholson, Incorporated, for failure to pay subsistence wages. The courts found that, while Lewis-Nicholson may have been at fault for inadequate pay, the union did not exhaust administrative remedies in solving the dispute. The contractor won strike damages against the union.
