The Kern County Museum indicated that the 1930s Streamline Moderne Auditorium was designed by Charles H. Biggar, while the California'a Living New Deal Project web site stated that it was Frank Wynkoop. The bronze plaque on the building's exterior noted that Wynkoop was the Architect, and that Harold Olson was the Principal when the building was erected in 1939. Tel: 661.720.4121 (2011).
