The City of Livermore, CA, held a competition for West Coast architects to design a new 42-acre civic center, to include a library and master plan for whole project. The competition, as it was announced in early Fall 1962, was to be supervised by the American Institute of Architects, East Bay Chapter. An abandoned, 9-acre, gravel pit on the property was to be transformed into a sunken garden.
