In 01/1961, a study sub-committee headed by Seattle architect Lawrence Waldron found that the Port of Seattle should not simply rebuilt a previous facility but should reconsider a multi-million dollar Transportation Center linking Pike Street dock to First Avenue above by a moving sidewalk. In 02/1961, the Port of Seattle and the Washington Toll Bridge Authority (which operated the ferries in 1961) were said to be reconsidering their previous decision to simply rebuild the current facility.
