Paul Schell, while acting as Director of Community Development for the City of Seattle, supervised the planning of a six-block area south and west of Pike Place Market called "Waterfront Place." This plan called for the construction of mid-rise, mixed-use apartment and condominium buildings to surround the Pike Place Market c. 1982-1985. Schell acted in concert with various developers, most notably Cornerstone Development Company, a division of the local timber giant, Weyerhauser Corporation.
