This plan by Charles Luckman provided for the planning of a large university (with a capacity of 10,000) with one or more undergraduate colleges and facilities for graduate study. The previous Santa Barbara College enrolled approximately 3,500 in the mid-1950s. By 1961, administrators planned for an additional increase of 5,000 students. $30,000,000 of new construction was to take place at UCSB between 1959-1964.

Santa Barbara College changed its name to the University of California, Santa Barbara, in 1958, at a time when its enrollment was greatly enlarged to satisfy post-war demand.
