Architect Clarence Mayhew arranged this 12,000 square foot building on two floors; the upper floor, reached by an escalator on the building's west end, would accommodate 316 patrons and would encompass approximately 7,000 square feet. The first floor was to be rented out to retail stores. The restaurant building occupied 70 feet along Colorado Boulevard. At the time of its opening, the Manning's chain operated 33 restaurants throughout the West. According to a newspaper report of 12/03/1961, Vice-President and Operations Manager, J.Marty Brill, indicated that the Pasadena Manning's would be open by 06/1962.

The building displayed a mix of French Renaissance and American Colonial architectural elements, said a contemporary newspaper report, with a strong influence of New Orleans design in the use of wrought-iron grillework. The restaurant's main facade was marked by the use of bay windows, each covered with copper roofs and flanked by non-operable shutters. A full-size porch trimmed by black wrought iron work referred to New Orleans buildings. A parking lot stood behind the building.
